Presenting a Human Resource Management Model based on Proactive and Ethical Behavior

Background: Human resource management based on proactive behavior and work ethics is a new approach to improving job and organizational performance that, by emphasizing responsible initiative, foresight, and adherence to ethical values, lays the foundation for sustainable improvement in organizations. Proactive behavior can lead to improving individual and organizational effectiveness if it is guided within the framework of work ethics, responsibility, and organizational citizenship behavior. The present study was conducted with the aim of designing and presenting a human resource management model based on proactive and ethical behavior in the National Iranian Gas Company.
Method: This research was conducted with a mixed approach and in the paradigm of pragmatism. In the qualitative part, the statistical population was human resource management professors and senior managers of the National Iranian Gas Company, 15 of whom were selected as a sample using purposive sampling. The tool was semi-structured interviews, and the data were analyzed using thematic analysis and Maxqda 2020 software. In the quantitative part, the research population included employees of the National Iranian Gas Company, 60 of whom were selected as a sample using random sampling. The tool was a researcher-made questionnaire for the qualitative part, and the data were analyzed using the partial least squares structural equation modeling method and Smart PLS software.
Results: The research findings led to the identification of 10 overarching themes, 20 organizing themes, and 60 basic themes, which were presented in the form of a comprehensive human resource management model based on proactive and ethical behavior. The results of the quantitative section showed that all paths of the model were significant and components such as informal ethics-based leadership, responsible innovation in human resources, and ethical resilience of employees play a key role in strengthening proactive behaviors.
Conclusion: This study, by presenting a native model, while developing the literature on human resource management, emphasizes the importance of ethical orientation to proactive behaviors in government organizations.
