In the qualitative section, the population consisted of 18 academic elites and professionals who were selected purposively. Qualitative data were collected through library study and structured interviews and coded using content analysis. The validity of the instrument was confirmed by reviewing the participants and using the CVI index. The data from the interviews were analyzed in three stages of open, axial, and selective coding, and the final analysis was performed with MAXQDA software. In the quantitative part, data were collected based on the final questionnaire extracted from the qualitative analysis, and Cronbach's alpha coefficient was used to examine the reliability of the questionnaire, and confirmatory factor analysis was used to verify the construct validity. Quantitative data were analyzed using SPSS and AMOS software and were analyzed using descriptive and inferential statistical methods. Results: Qualitative results showed that ethical expertise includes 3 main themes, 9 subthemes, and 54 operational concepts. In the quantitative section, data analysis confirmed that the identified dimensions and components are significantly related to the professional performance of professors and the higher education system. Conclusion: The professional competence of professors in the fields of education, research, and organization is one of the determining factors of ethical expertise, and promoting ethical expertise can contribute to the growth and development of the performance of the higher education system.
