fa ضرورت اخلاقی تبیین مدل شهروند محوری مردم‌سالار در سازمان‌های دولتی ایران تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><strong><span style="font-family:b mitra;">زمینه</span></strong><span style="font-family:b mitra;">:</span><span style="font-family:b mitra;"> پژوهش‌های چندی در زمینه مردم‌سالاری و حقوق شهروندی صورت پذیرفته است. اما هیچ کدام به‌ضرورت اخلاقی و انسانی &rlm;مطالعه بسترهای لازم برای توسعه مفهوم شهروند محوری مردم‌سالار در سازمان‌های دولتی نپرداخته است. با این تفاسیر هدف مطالعه &rlm;حاضر تبیین مدل شهروند محوری مردم‌سالار در سازمان‌های دولتی ایران می‌باشد.&rlm;</span><br> <strong><span style="font-family:b mitra;">روش</span></strong><span style="font-family:b mitra;">:</span><span style="font-family:b mitra;"> روش پژوهش کیفی و کمی می‌باشد. جامعه آماری بخش کیفی شامل خبرگان مدیریت دولتی بوده که 15 نفر از آنها به‌روش نمونه‌&rlm;گیری در دسترس انتخاب شده‌اند. ابزار پژوهش در این مرحله پرسشنامه باز می‌باشد که در 4 مرحله تا رسیدن به اجماع در زمینه شاخص‌&rlm;ها استفاده شده است. همچنین جامعه آماری &rlm;بخش کمی شامل کارمندان وزارت علوم، تحقیقات و فنّاوری و سازمان تأمین اجتماعی استان تهران می‌باشد که نمونه‌ای به حجم 385 نفر &rlm;با روش نمونه‌گیری تصادفی از بین آنها انتخاب شده و با ابزار پرسشنامه بسته مورد پیمایش قرار گرفتند. جهت محاسبات آماری &rlm;همبستگی پیرسون از نرم افزار </span>&rlm;<span dir="LTR">SPSS</span><span style="font-family:b mitra;">&rlm; و در بخش طراحی مدل، معادلات ساختاری و نرم‌افزار لیزرل 8.5 استفاده شده است.&rlm;</span><br> <strong><span style="font-family:b mitra;">یافته‌ها</span></strong><span style="font-family:b mitra;">:&rlm;</span><span dir="LTR"><span style="font-family:b mitra;">&lrm;</span></span> <span dir="LTR"><span style="font-family:b mitra;">&lrm;</span></span><span style="font-family:b mitra;">بیانگر برازش مناسب مدل طراحی شده شهروند محوری مردم‌سالار در سازمان‌های دولتی است که داده‌های فاز کمی نیز &rlm;همبستگی بالای گویه‌های هر دو شاخص را مورد تأیید قرار می‌دهد.&rlm;</span><br> <strong><span style="font-family:b mitra;">نتیجه‌گیری</span></strong><span style="font-family:b mitra;">:</span><span style="font-family:b mitra;"> توسعه اخلاقیات مستلزم تحقق مفاهیم شهروندی در قالبی مردم‌سالار در سازمان‌ها است تا بتواند عدالت و مساوات را &rlm;مطابق نیاز شهروندان فراهم آورد.&rlm;</span></span></div> <div style="text-align: justify;"><strong>Background</strong>: Many studies have been conducted on democracy and citizenship rights, but &lrm;none of them focused on ethical and human necessity of studying the required basis for &lrm;developing the concept of democratic citizenship in public organizations. With these &lrm;interpretations, the purpose of this study is to explain the model of democratic citizenship in &lrm;Iranian Public organizations.&lrm;<br> <strong>Method</strong>: The research method is qualitative and quantitative<span dir="RTL">&rlm;.&rlm;</span>&lrm; The statistical population of the &lrm;qualitative section includes public management experts, of which 15 selected by available &lrm;sampling method. The research tool in this stage is an open questionnaire, which have been used &lrm;in four stages to reach consensus in the field of indicators. In addition, the statistical population of &lrm;the quantitative section includes employees of the Ministry of Science, Research and &lrm;Technology and Social Security Organization of Tehran Province that Using randomized &lrm;sampling, 385 of them screened by closed questionnaire.
